From a humanitarian standpoint, Webb's bill is a great idea. For those of

us who are sick and tired of the deadly song and dance in Iraq, it is a great idea.  From a military standpoint, it is a terrible idea.  Here's why:  Placing that kind of legal restriction on the military limits their ability to mobilize x amount of troops in x amount of time, reduces logistic and actual flexibility, mobility, and utility.  In short, although well meaning, it's a bad idea. 

That being said, the surge isn't going to work in the long run.  Even with the successes, al Anbar province is quiet only because we're supplying Sunni warlords with weapons, not because of our military presence.  According to the latest reports, we still do not control half of Baghdad, which is really why those 30,000 extra troops were sent to Iraq.  As soon as the Sunnis decide it is in thier best interests to begin fighting American troops and thier Shia counterparts, they will do so.  We are simply supplying and financing the next "surge" of anti-American and anti-Coalition forces.

For the Sunnis, it's simple.  They get money, they get munitions, they get time to regroup and reorganize.  They denounce al Qaeda (whether they really do or not is irrelevant).  They strengthen their position against the hated Shia militias.  And then one day, after an al Qaeda bombing of a Sunni mosque or a particularly heinous cleansing incident somewhere, the straw of faux reconciliation and cooperation will break, and the insurgency will be reborn, stronger and better equipped to fight the Shia and the infidel (and al Qaeda, if need be). 

It isn't going to end for us until we leave.  Then all the Iraqis will be able to conduct their own civil war, which is inevitable.  We remain in Iraq now simply to spite and work as a bulwark against the rising power of Iran...

I know very little about the effects of extended tours on the health and morale of the troops. However, for the reason that I do not support this war, I think senator Webb's bill is a great idea. Bring the troops home in any manner possible.

and second guessing our commanders in the field....I get cold chills thinking what it would have been like with this bunch running the Congress during WW2......
