This was a poignant problem for me, for quite some time
Thank you for addressing this. I believe if one takes the time to mentally file away a previous action that produced positive results and begins practicing the approach, it creates a shorter analysis and a quicker action.
I related well to this question. I was a 'dweller.' My previous MO was moving from one comment taken offensively to the next action taken offensively. I started by hesitating only a moment and then responding, questioning or moving in the direction of the positive desired results. I feel it is a learned practice.
I have a moto in my business; Do the worst, first....which I'm also trying to practice in my personal life circumstances as well. In my personal life as well as business, it is generally confrontation that is required. I don't put off confrontation anymore. I deal with it directly in the moment so as not to 'dwell.'
I was not only a 'dweller' but added to my frustration and worry by repeating what I considered personally 'offensive' to the confidential people in my life. I was presenting the situation to each of them looking for sympathy and support, but mostly answers; the answers were never forthcomming because in general, they handled situations in a similar non-productive, negative manner as I. Now, once learned and practiced, I find myself giving them the advice of dealing with the perceived offense in the moment.

Nothing works better for putting something off
than a little procrastination. Stress will do that to ya.

I work best if I am under a little stress, but then again
I do try and do things in good time.
