Corbin, your best bet is to come BEFORE the festival.
There will always be tulips blooming the week before, and I think that's when everything is at its prime.  Of course, then you run the risk of rain and pretty cold weather . . . but it's worth it.  I think the windmill opens a few weeks before the actual festival starts. I would not wait, though until a few weeks after.  You'll just see a bunch of green stems.

How long do things stay in bloom after the festival.....I have thought about bringing groups up there a couple of weeks after the festival to keep pricing down......would it be worth it?

You're better with the camera than I am, the one on the left of your nieces is especially good.  I haven't planted any impatiens yet, just some alyssum and lobelia. It turned rainy on us after last week's sun, so I'm holding off on the flower planting on my balcony, but I look forward to geraniums.  What a great memory of your nieces helping you plant flower.  Have a great day.
