For example, current laws do provide that the NSA and the entire intelligence community may conduct spying on any non-US citizen within the United States without a court order. What's more, all cell phones and some computers do transmit over the open airwaves and enjoy no more privacy than the barker down at the circus with his amplifying cone enjoys privacy. In other words, if you're on a cell phone then you're broadcasting to the public. Again, the federal government needs no court order to bring down signals on the air any more than you need a court order to intercept your favorite FM or XM stations.
