Sometimes the "they" are defined as Republicans, Democrats, liberals, conservatives, blacks, whites, men, women, rich, poor, etc., but even then "they" get the blame because those who think this way lack the proof to pin it on specific individuals. It's like painting a portrait with a roller. The canvas is covered, but it really doesn't look like anyone. All are expected to marvel at the masterpiece and bow down to the "artist." Yeah. Right.
