The motivation behind 400,000,000 dollars towards STD's

To my latest understanding 400,000,000 dollars are going to the prevention/education of STDs. There are two things behind this: liberal delusion and the fact that our President is half-black. American loudmouth. Talk, talk, talk. He knows it all and enlightens people constantly. European pacifist doesn't say much. Does a lot more listening and asks a lot more questions.
