That he (the V.P.) can be innocent until proven guilty, but had it been Joe down the street, he would have been handcuffed, taken downtown, booked in, and been guilty of shooting someone because it is his reponsibility using a rifle to make sure that the place is clear to shoot, and he is guilty until proven innocent.
