Feeling threatened only makes them want The Bomb more. God, I wish that were the simple truth. But most* countries don't get "The Bomb" just to feel secure, as we did (seeing as how our WWII level of militarization would allow us pretty well to roll over any foe except perhaps China and Russia)....
