IF THEY CAN'T SPEAK, WRITE OR READ ENGLISH

Should they be allowed to vote? The California Recall ballot is being printed in seven different languages. Isn't this America? If someone is going to vote to determine the future direction of a state of this country, shouldn't they know English, the language of America. I am not saying that people...
