I think the idea of gift cards or pre-paids cards could work.

I have to assume that business is slow due to it being winter, but then again, here in Pennsylvania, car washes are busy due to car owners wanting to get rid of the salt residue from the the roads after it has snowed. I am not sure if Maryland uses salt or ash on icy roads.

I'm not sure how you do the monthly. You could have a card for each truck that is prepaid like a gift card as you said. Then recharge as they use it.
