It depends on how the workplace is managed. If it’s a cronyism establishment a lousy worker can get a good eval.

I feel that results play into the job evaluation, so on that front, I would say no because they are linked. As for the good home life, I wouldn't say it should outweigh the job evaluation because a person great at home can be horrible at work.
