If it were a matter of life and death, I wouldn't wait but I'd help the person, if I was able to do so.
If there was phone service (unlikely) and I couldn't help the person(s), like if they were on a rooftop, then I'd call for help.

excellent question but how to answer. I guess if the call for help didn't work then I would try to save lives.
