the decision to pay for any type of surgery is an entirely different decision to make. No need to ban an entire class of people from serving.

I am primarily talking about those who expect their physical conversion...
Why wouldn't cost come into play....so far the average cost for their care is 14 times higher than the average serviceman.....basically because most do it to get the "change"
The 2014 Williams Institute study found there were 15,500 transgender individuals actively serving, or 0.7 percent of the military population. By adjusting the figure for the enlistment numbers of 2,130,000, there are currently 14,910 transgender service members.
Thirty percent will likely seek surgeries, or 4,473 transgender troops. The average cost per surgery is $132,000, which is a combination of the average cost of male to female ($140,450) and female to male ($124,400) surgeries.
The cost to taxpayers for these surgeries would be $590 million, and $770 million with a 3 percent inflation rate by 2027.

the medical list for denial is extensive, but it's never been labelled as cost related. It's about the ability to serve. Those with a preexisting condition can apply for a waiver and be accepted if they prove their fitness to serve.
The big mistake was in naming a group, instead of a condition. Many trans people don't ever have surgery. There would be no reason they couldn't serve.
