Yes, I think we all tend to get complacent and even feel entitled to have things without having to work for them or look after them. I have also thought about the possibility of abuse, but this is a different thing from an IQ or literacy test. It could be administered orally to cut out the literacy question. And they wouldn't be trick questions. It would be like the citizenship test that naturalized citizens pass.
I will blog a response to your last point.

It seems like when people have something, they take it for granted.
In theory, earning citizenship is a good idea. My concern, though, is that it would be abused like literacy tests were.
People often talk about a third party emerging, but I would not be surprised to see both major parties splinter.

Good things to think about. If we didn't have the right to vote, we surely would miss it.
