If by 'meant' you mean 'designed,' I have to agree: human beings have so many more dimensions than logic, and it's taking a long time to get them all running in sync! I think a few more in every generation get it all running better, but there's percentages and there's numbers.
I've heard it said that if the world were ruled by logic, men would ride side-saddle.

It is beginning to emerge in Europe as well under the not so dangerous sounding far right.
The multinationals are owning the World and yes, the peasants are beginning to revolt as more and more is taken from them.
