It's something that I haven't covered yet, and ought to. Anonymous hotlines (like the one that DCFS runs here in Illinois) really encourage the sorts of problems you describe, and I was grateful for your intelligent and insightful comment.

Reporting abuse is all well and good, I happen to...
work in a field where things like child abuse happen and what I have seen of CWS (child welfare services) is that in some cases they will snatch a child for little or no reason and then the parents have a very tough time getting the kid back. I have one client whose son was beaten in CWS custody, all of the kid's teeth were removed (a four year old) because of "discoloration", the CWS worker on the case told the parents that if they reported the beating they would never get their child back, and it took them a year even after the court became aware of their mistreatment at the hands of CWS...See jimmy's observations.
