My father went without a front Maryland license plate for a decade before finally getting caught...Until this entry, I thought Maryland was the only state that required a front one.

Yes such things happen all the time. It is amazing to me that people don't care what they do if someone else will be held to blame. I am sorry this happened to him.

At least he - and the police - have it on record in case the thief does
something bad. If he hadn't discovered it, there could be trouble.
