The Canadians get serious.
Some years ago on our way to my Mother-in-Laws (in Canada) we came upon a roadblock.  Not knowing what to expect we rolled the windows down as we got closer to the Officer directing traffic.  He wanted to know if we had been drinking, and shined his light in my eyes.  After a few more courteous questions, we were waved on our way.  Do you think for a minute that would be tolerated in the U. S.?

I'll believe they are getting serious about driving drunk
when they start outlawing parking within 100 yards of all drinking establiments.  That distance (approximately a third of a block) is not going to kill anyone to walk, and will certainly not sober up a drunk.  However, it will give the drunk's friends an extra couple of minutes to talk him out of the keys, or convince him/her to seek alternate transportation.
