Nothing is going to improve for women in those cultures unless
somehow the women can do something for themselves collectively.

I think many a time women's concerns on the whole especially in war ridden countries takes a backseat. People are more concerned about survival-financially & emotionally and well-being of families are first. Individual women's concerns takes a backseat until all other problems are resolved first I suppose.
