Naut, I will b interested in your response regarding 'internationalization.
When I read the word, my first impulse was, 'That's not what I meant...'  And as I have thought further, it really isn't.  I don't see turning Jerusalem over to an international committee of some sort, but making it independent of all nations, a nation in itself, sovereign and self-governing.  The people of Jerusalem would have their own passport, and be 'Jerusalemim' before Israeli or Arab, Jew or Moslem.

Re: TAPS, I make the comparison of civil vs tribal because

both can have extremes.  Perhaps the extreme of civil that Naut and others decry is a deplorable excess of political correctness, and inability to see when civility is not the effective answer to a tribal-mentality attack.  The tribal mindset in moderation is a beautiful thing that is rich in cultural heritage and pride, in unique concept and creative response the the world.

Civil extreme vs Tribal extreme... looks to me like a fatal impasse.

The civil vs the extreme--that's always been one of the problems of humanity.  Interesting post.

Ciel
A very interesting post that deserves a proper and definitely more detailed response than I am able to provide at the moment. Let me just say that, while I agree with much of what you say, I would be completely opposed to 'internationalizing' Jerusalem, for reasons I may develop in my on post  on the subject...
