I definitely remember all the old "with-outs" (probably because I am old). I think I could still get along fine with one of them since I do not text or talk on the phone while I am driving.

A wonderful idea; the kind of idea that would win a Nobel Peace Prize President yet another peace prize for reducing the world's population. And, the coral reef you suggest could overlay the Texas sized island of garbage that is already floating in the Pacific.

Maybe we could set up a text-only lane on the highways.
Make it a 2-way with no center line, a kind of obstacle course, with a minimum speed limit of 50 mph. A week or so later, all the texting, blabbing, makeup-applying, coffee-drinking, smoking, food-munching, self-involved, unthinking jerks will comply with the ultimate "survival of the fittest" subtext of Nature's law. The EPA sends in the big bulldozers to scrape up the mess and recycles everything as the foundation for a new coral reef somewhere.
