It's worse than that...
The IRS is a violation of the separation of powers. Their regulations pertain to us, not their internal operations, so they are legislation. Of course, they process the forms and determine if you owe more taxes according to their regulations, so they are serving an executive function. However, if you disagree with their decision, you go to their tax courts, which is a judicial function.
I have been calling for the IRS to be shut down for years!

It is a sad thing, indeed! I imagine anyone could cut through the red tape themselves if they were so inclined! I am not fully trusting in these firms either! sam
