Good point Texture...A master policy is not necessary.  I can imagine a lot when I think about what is possible.

Unfortunately, we have our own citizens that we must WATCH OVER. . ,

and care for.  When we try to accommodate a huge influx of illegals, we sacrifice the quality of care we are able to provide for our own citizens. 

At least, that's my take on it.
