I second that.
It really depends on group in general, personalities of each person and many other factors like the topics of discussions and even how the tables are arranged (sometimes...)

 

 Not everybody's shyness is a result of cold feet, sometimes it's just who they are. Some others can have great ideas but don't seem to be able to bring them up while in the spotlight.

 

Creating a supportive and friendly environment helps. Break them into small groups for discussion, if possible. If you find a group that is particularly quiet, have a go at kick-starting the discussion. Move around groups and talk to them to keep things moving. Breaking topics down into fun activities can help too. Activities that allow other forms of communication such as writing may allow those with strengths in writing become productive (then ask for discussion of those ideas within each group later). Keep the move friendly and supportive:)

 

I speak from experience as a quiet student who had a great teacher that was able to make me contribute in discussions. Hope this helped at least a little...hope all goes...or went...well with the class:)

A lot of that depends on the situation itself. If I had to generalize though I believe that if you can form a supportive group people will be more willing to talk.
