I don't know the setup of your church and the pastor may already be doing this but this is what I would do. I would preach a sermon on this:
2Co 13:11
Finally, brothers, rejoice. Aim for restoration, comfort one another, agree with one another, live in peace; and the God of love and peace will be with you.
and
1Pe 4:10 As each has received a gift, use it to serve one another, as good stewards of God's varied grace:
after the sermon I would ask those present if they think they could serve as shepherds, teachers and evangelists. I would put together a short training program. Those who think they could be shepherds could minister to people at the end of a service. Those who think they can be teachers I would tell them to prepare and give short sermons Evangelists I would have to think about. You will be surprised. Those that minister at the end of the service learn very quickly. Anyway you get the idea. It will take a bit of time to put into practice but it will lift the burden from the pastor.
