My goodness...how horrible.
This child should have been removed from this family when he was hit by a car.
These people need to be reported. This is severe neglect....which is child abuse.

better to have this all sorted out this way. So many people in this world have very hard rows to tow. In comparison to most of the world very few are graced and blessed as they should be as human beings.

uh...Charlie.....is Carl the real name of the boy? Because if it is....you wrote it at the end. 
As for the assholes - and yes, they are f*cking assholes - don't deserve to be parents. I deal with that kind of crap EVERY DAY with parents of my students, and the frustrating part is, I always have to be tactful with them or they'll complain to the school. I hate the lot of them that think their children are not that important. I especially hate it when they blame us and society for their child turning into an ass, when it is their failure in being a parent. I came into the district that I did, not because I wanted to really teach - but to show them that adults care. That we are there for them even if their parents are not - and I won't take that back. I don't care if my kids haven't learned English to the level that I wanted them to learn, I want them to know that they have a FUTURE ahead of them which they can reach if they could only believe in themselves as much as I believe in them. So, Charlie, I know how you must be feeling. It's a crime that some parents get away with neglect in that fashion. It's so detrimental to a child's mind, and they don't even know. PISSES ME OFF!
