We have similar situations here but on a very small scale and not many people get helped. What I want to see is a more regulated situation where the truely needy get help (alot of people who trash trip fix the stuff up and sell it at the flea market which defeats the idea of helping the poor)

A lot of what you sat can be learned from Europe. In Germany for instance, you find separate trash bins everywhere and also a great many of public bins where you can deposit old clothes, toys etc. Charity organisations, Red Cross etc. empty them often and - one hopes - the things get to people in need.
