I successfully completed my call last night! I was dialing 011+81(country)+82(city)+number and was getting nowhere. Somewhere along the line, I read that's what I needed to do and then the international operator told me that's what I needed to do.
But, I later learned that I'm not supposed to dial the city code and when I dialed that was my call was a success!

Hmmm I wish I could help you! If there is a zero after the country code (81 isn't it?) then try dialing the number without the zero. That zero is needed only domestically. Hopefully you've already gotten through! Good Luck!

I need to make a phone call to Japan
and I'm having problems getting a connection. Do you think that's common? I'm trying to call Hiroshima.
