Here in Chicagoland, I generally see signs like this plastered on trucks and company vans - the phone number apparently gets you connected to that driver's company, which can impose consequences on the driver (up to and including getting fired) if that driver is not driving safely. Unless the truck or van has GPS tracking devices on it (allowing employers to track drivers, often without their knowledge), there is no way of knowing how the driver is doing behind the wheel, making feedback the only way of tracking the driver's behind-the-wheel behavior.
