well, it's a step in the right direction, I guess. The problem is that a) the numbers are insufficient, and that b) they are going to be little more than glorified construction workers. The whole thing strikes me as an exercise in political window dressing. You know what the key sentence is in this piece? "The Guard members won't perform significant law enforcement duties." Too bad...
