I just bought a new guitar and am horrible at it as well. Don't   the cops, I'll try to keep it down.

call the cops, they have noise laws for such a thing...
2 a.m. and 6 a.m. surely fit "disturbing the peace.

Ahhh yes...I forgot to mention...
I have complained to security and the resident manager...all to no avail.  In fact, our building has a 24-hour quiet rule, but that doesn't stop these people.  And it doesn't seem to matter to the security people that the rule is being broken ALL THE TIME!  UGH!

You could always take up an instrument yourself...and practice whenever he does.  (Okay, so maybe I'm a little passive agressive...)

You could complain to the manager

there are laws against that.
especially in apartment buildings.

Obvious question, but ...

Why don't you just tell him to stop?  Or have the landlord/police do so.

There's a law here (and in every other state) prohibiting excessive noise in residential areas after the hours of 11 PM in the evening and before 10 AM in the morning.
