Here in America, people are stubborn about driving their cars. At some point, though, I think most people will have to come to their senses and conserve car trips, as you suggest.
I'm beginning to think folks in Belgium have more sense than Americans, based on the things you've written.

I love that idea! I'm not sure how to go about putting it in place, but it should be done. Possibly the "letter to the editor" idea would generate interest in getting it going; obviously, one person can't do it alone.

The only thing we can do, in my opinion, is use the car less and less. That way there will be less demand, and the oil prices should sink again.
Here in Belgium, it's already a fact that people use their car less than before. You see more people on bikes doing their shopping. I also do this, while I used to take the car before. Only when I need a car full of groceries, I'll take it.

there are a number of residents running their cars on
vegetable oil. apparantly it's not that big a deal to change a car over from gas to oil and if they're already being driven, it must not be a legal issue. if people took matters into their own hands, private communities could organize for their mechanics to make the necessary changes, restaurants could be given a recycling outpost for their used oil, the towns could promote themselves as environmentally friendly trend setters.
and if people really wanted to stop being so selfish, all downtown core private vehicles would be banned, with free public transportation available 24/7.
