yep
They could have been doing that - or they could be like customers in my store who are compulsive shoppers. They buy a ton of stuff ...usually spending almost $300 a week and then they come back and return here and there once they realize they need money for something else or their husbands yell at them. We literally have a customer who has every item and receipt she has ever purchased in the store over the last 4 years ..and one by one she returns them. It's sick really ..

chances are
they were buying things and using once like clothes and the like...
I finally purchased a slow cooker the other day to find that it had been used and returned.... the sauce on the side gave it away...otherwise it seemed fine. I DID return it for a new and unused one.
