Actually, I did know that--though I learned it just recently.  I've been reading a lot into my own ethnic history lately and found that out in one of the books I have!  According to the book, "without papers" was also a way for the powers that be on Ellis Island to reject the Italians application to enter America and become citizens.  Although, also according to the book, they aren't really absolutely sure that WOP is derived from "without papers," but say that it is likely.

Did you know...
that WOP originally meant "without papers?" Many Italians came to the USA without identity papers proving their national origin, so that's how the Ellis Island workers allegedly would record their status.
