They will, but the pay scale will be dependent on how the
majority of their students perform.  Too many children are leaving secondary school who are only barely literate.

word., what it tells me is that some won't be getting paychecks.

Kingmi, I believe that teachers
are special people. Sadly, things have changed a lot in recent times.  Teaching is now looked at by many here as just another way to have a paycheck at the end of the month and some could care less if the children actually learn anything. Our government is looking at a performance based salary system and naturally a lot of teachers are up in arms about it, but circumstances do say  a little about a teacher who consistently  has a class full of failing kids.
