Difficult one
especially as you have already tried the one that worked for me with my daughter and her friend. They took some books.
Perhaps there is some sanction that would really bite e.g. no TV for a set period. You know him best and what might work! I had a friend who used to say to her kids "well if that's how you want to live your life that's up to you - but these could be the consequences -------------- now you decide and you live with your decision." Brave thing to do if its something really awful, but it worked for her.
