An extremely astute observation, my friend,
and an historical lesson I am sure well-learned by many insurgent groups worldwide, including the Iraqis.  Add in financial support and overt and covert support by the local citizenry and you have the makings of an effort that is costly to the occupier, financially and temporally.

According to...
...the CIA Iraq has a population of just over 25 million, which means the insurgents, rebels, terrorists, baddies, whatever, make up around 0.12%.

In Ireland, when we were up against the IRA for thirty-odd years, it was a little less - 0.1% of a much smaller population of around a million.

And as Ireland showed, a determined minority with a genuine axe to grind can hold out and keep going for a long, long time against an occupying force that they see as being unjust and unwelcome.

I think it's up to the Iraqis to get out and vote. They can show the
thugs they want democracy or they can stay home and let the thugs win. This will be a day we will learn a lot about the future of Iraq for sure.
