1.  East and West had allowed each other their chunk of the earth;

2.  The chance for global nuclear war had decreased by then (MAD);

3.   Today's world emerged between those two dates:

4.   Middle East became the focus of US military response around the world;

5.   China evolved into an emergent market;

6.   Globalization expanded to include Latin America and Developing Asia.

I am sure that Vietnam
has a major impact on this. Reagan having talks with the Russians just isn't a good enough reason.

Void, according to Barnett, the cold war was the outgrowth of our fear of
mutual destruction, and defined the rules for us as to when two super-powers would ever go to war.  Never!  Thanks for responding!

void, According to Barnett, from 1973 to 1989 we went from a policy of
containment, to one of tolerance of "chaos", which really took off after the fall of the Soviet Bloc.  Of course no planning led to 9/11, or rather old planning for a war with a major power.
