Fascinating

What is the medium? Oil? Acrylic? I love the neon effect against the black, very vibrant. I am taken by the way she is not, in fact, in a traditional "fairy" pose, too; that is, she is not flitting a la Peter Pan but coming toward us, facing us head on. Definitely a New Age fairy. Cool.
