That Would be Called an Agent
Once you have gained a foothold in the writing community, an agent can handle most of that for you. Until then there are a couple of options like the 982 Press that I mentioned in a recent posting in The Opinionated Critic.
Sometimes, the short note "Not right for us" doesn't necessarily mean you submitted to the wrong publication or there was anything wrong with your writing. Sometimes it has more to do with a similar story was recently published or already scheduled to be published. So don't get discouraged. A lot of what plays into getting published is timing and that can't be programmed into guidelines or back issues.
