It's going to take a long time for tourism to return to the way it was before. With so many governments in play, you could be a tourist visiting America only to find out your home country has made you a fish without a bowl due to COVID.
The refugee factor stands out to me since the Biden Administration has been working to close the border.

The U.S. is severely overpopulated as is. There has to be an alternative place for the refugees to go.
