From the perspective of a child who's dad NEVER paid child support,
I would be in favor of more stringent legal ways to ensure the kids' welfare.

This is a tough one
Oh, ouch. Without knowing the total circumstances between the parties I would be a bit hesitant. It isn't always the guy, and throwing him or her in jail could cost him or her the job needed to support the child or children.
