It'd help enough to block the effect. I know, I havd a phobia of not breathing. You need to be practical.

If it's really cold like downtown Cleveland and the wind is picking up I would really want to have my scarf. The wind seems to go right through you. When I did jury duty it was a cold windy day and when I came out of the courthouse I thought I was going to freeze! I could have used a warm scarf.
