It's because the dialing is done by a computer and it saves any number that makes the mistake of answering the call!

My landline has a 1000-call block capacity and I’m afraid I will use them all up. Some have found a way around it so I don’t answer unless I recognize the number. Hate those calls...

I do not answer the phone unless I know the number calling. Not many will leave a message on the answer-phone.

You are definitely not the only one.
We still have a landline that rang off the hook with telemarketer calls up until last month when I was able to block them. I have never understood that type of selling tactic. They have to figure that if you want to purchase something that you will go out and do it without their sales pitch and high pressure persuasion.
