You come to a full stop and then each way alternately goes through the intersection....oh, wait.....that's New York City? It's everybody for themselves.

Actually I have had that happen. When it becomes apparent you could sit there all day, just proceed cautiously. Otherwise, the handbook says to treat it as a Stop sign, I think.

I suppose one would have to proceed cautiously and hope all thought what else can one do;
