I know exactly what you're talking about. I worked in the Governor's Office in Frankfort for 8 years...patronage was the rule.
But.....As of today...the President has reduced the size of the the FedGov by 24,000 people.

The civil service rules that govern hiring, firing and promotional
practices are separate and apart from the union's. I've worked in public service agencies where there was no union, no one to negotiate wages, hours, or working
conditions - but it was still damn near impossible to fire an entrenched employee
with seniority. Many govt workers - esp. at the local level - get signed up as a
thank you for being a campaign worker on behalf of the guy who got elected. Which
tends to lock in both the elected boss and the buddy in the ranks. In at least one of
those city level jobs I've held as one of those hired because of skills & experience only,
I saw the boss collecting a "lug" ($25 or so a paycheck) from her loyalty appointments.
It was all under the table, but folks who are just a little corrupt aren't always careful.
I doubt if Trump's attack on unions will do much to get rid of this kind of entrenched
incompetent.
