I would definitely say the ambulance for the victims sake.

Certainly, if someone is in a dire accident situation, the ambulance needs to get their quickly. I would think that who arrives first has more to do with timing and location.

Well if the victim was dead, there would not be much the ambulance men could do. If he was still alive I'll go for the ambulance.
