The Roosevelt dimes were made as a collector type coins. The mint was beginning to realize that collectors would buy these things and make them money in the process. Wikipedia has a full run down on the West Point mint.

Interesting, especially since 1996 wasn't all that long ago. And I've never heard of West Point 'minting' anything! I could see them giving ideas and designs to another mint to create specific coins for them, but not minting them themselves. Any particular reason why these dimes were never put into circulation?
