It depends but I would have a bet that they like lady dogs if they are a male dog much better than they would a human,

Obviously I can't speak for all dogs, but sometimes my wife and I go for a walk with a friend who has a Miniature Pinscher, and in our experience, she seems more likely to interact with humans than with other dogs. I suppose, in the dog world, she's either very shy, or very anti-social . . .
