I feel the answer is no. If a player is getting paid professionally at the highest level in their nation, they should not be eligible.

Yeah, that is a bizarre phenomenon, because of their age and the fact that they already have a certain amount of years playing professionally. But technically, whether they begin their "American" career at age 20 or 30, they're still a rookie in our league, so yes, they should be eligible for Rookie of the Year honors . . .
